MERRILL - A Northwoods Humane Society thinks recent "puppy mill" legislation is a good thing to protect dogs in Wisconsin.
But it comes with a big price tag.
The law is supposed to make sure places like breeders and kennels have plenty of room for each dog.
That presents a challenge for the Lincoln County animal shelter.
