MADISON - State lawmakers move closer to outlawing `upskirting' in Wisconsin.
An Assembly committee unanimously voted Thursday to make the act a crime. Upskirting is photographing or videotaping a person's genitals, buttocks or breasts without his or her consent.
It would be a Class I felony under the bill.
